If you already have a Win4K3Suite license and are installing on a new computer where you have never had a Win4K3 installation, your old license will not work. Install this first: https://va2fsq.com/older-releases/ and then apply the license. After that all Win4K3Suite downloads will work.
If you just bought the license, then you do not need to download the old version first.
